premailer 3.2.0 is now available

@alexhayes Any reason not to loosen the premailer version? By the way, version 3.7.0 is already available.

@gabn88 thx for reaching out.

Really the only reason I've not merged is because the build is failing on this branch and I have no time to look into why. If you can get the build passing on this PR I'd be more than happy to merge it.
