Install specific version of RabbitMQ

Based on PR #8, but without misc other changes

In our Amazon production cloud we want to install specific versions of RabbitMQ that have been tested and validated to work with our application.

~Added force=yes as /etc/default/rabbitmq is changed, and this file is part of the package. (Results in dpkg errors).~
