Steps to reproduce the behavior:

1. Enable Lightning Component Debugging for the user who authors a flow containing the fsc_flowButtonBar component
2. Open a flow containing a screen element hosting the fsc_flowButtonBar component
3. Click on the fsc_flowButtonBar component to view the CPE.
