Tooltip remains after window closes

Reproduction steps

1. Open a file
2. Open the git blame gutter
3. Mouse over commit in gutter
4. Wait for tooltip to appear
5. Close tab (with keyboard shortcut ⌘+W so that the tooltip doesn't disappear from the mouse leaving)

What I observed

Tooltip is floating, even without any open file, and it cannot be dismissed

What I expected

The tooltip should have disappeared
