Initial setup on first launch or misconfiguration

During first launch or misconfiguration, please provide a helper to locate fallout data and configure basics.

Besides falloutce allows to execute as fallout-ce /folderwithgamedata/ unfortunately fallout2-ce doesn't allow to do so and you are force to have the cfg file setup... where the executable is located.
