I'm having the exact same issue. I'm not sure if there's something I didn't set up correctly or what. Any help would be appreciated @alexbain

I actually just fixed it somehow... I added the line 'lirc_web' before the 'exit 0' in /etc/rc.local so that the command would run when the rpi started up and now it works perfectly.
