Feature suggestion: Live and non-live tracks

A feature first suggested here https://github.com/alexandrainst/alexandra-trackmap-panel/pull/51. It was not finished, so it's been moved to this separate issue.

  • Concept of a "non-live" track, where lat/lon data is null for the latest timestamp, but exists within the panel's time window.
  • Paused AntPath for "non-live" tracks
  • Only show markers for "live" tracks

Some todos with the comment Feature "Live track" are sprinkled around the project if someone wants to continue working on it.
