Keyboard Shortcuts

I dont know if this comes in category of issues, but I couldnt find how to change keyboard shortcuts. I want to configure shortcut for comment and uncomment tex file

The pot-template file with the English GUI-messages contains underscores, obviously to mark shortcuts. For me as translator for the debian package gunmmi this a) is in contradiction to the statement that keyboard shortcuts are subject to personal configuration b) raises the question whether keyboard shortcuts of the English original version of the program are somehow hard coded.. In general, menu items of a localized GUI would be defined with other shortcuts. For example, _Z (corresponding to the german word "Zeige") would replace _V which corresponds to "View" as menu item.
