HS codes wrong?

I'm trying to merge PCI data into a dataset that has HS2012 codes and it seems to me your HS codes are off. As far as I can oversee it, normally the first two-digits should go up to 9X, yours end with 2X.

I downloaded the files from here: https://oec.world/en/rankings/product/hs07/?year_range=2013-2017

I'm using concordances between HS2012 and HS2007 from here: https://unstats.un.org/unsd/trade/classifications/correspondence-tables.asp

I just realized that you're probably exporting the feature "id" rather than "hs07" as it appears in this file: https://atlas.media.mit.edu/static/db/raw/products_hs_07.tsv.bz2
