Allow conditional highlighting based on timezone time being in business hours

It would be nice to see at a glance if a timezone's local time is in a configurable business hours range.

Example:

set -g @world_clock_business_day_start '9:00 AM'
set -g @world_clock_business_day_end '5:00 PM'
