feat: adding logger library for ask-developer use

Logger Library for enabling Metrics

Description

Adding static Logger class to enable the usage of logging and getting functions from the Logger class. This will be used logging usage pattern of features used by a skill.

Ran 'npm run test' to check the existing tests Tested the feature logging on sample skills of Components and self-created skills
