Include public-API-test doubles

It would be quite helpful to explicitly confirm whether alchimia.tests.doubles is public or not. If it isn't, both things in there right now are pretty critical for testing apps using alchimia.

I've already filed https://twistedmatrix.com/trac/ticket/8891 upstream.

Oh :( -- that package isn't even included inside alchimia. So probably this ticket also includes "please include tests inside package" or thereabouts.
