Enable `-f` option for user to specify a file as the config to read from

This PR enables `-c` flag, which will allow user to specify per-monitor display copying.

Add `--max` option to use maximum resolution (refresh as normal) instead of preferred.

I have an old laptop with LVDS screen, so when I use the program with the closed lid it doesn't count this state.
