Easier way to create blackout from alert

Is your feature request related to a problem? Please describe. There is three ways to suspend notifications etc in Alerta – ack, shelve and blackout. Ack and shelve are only applicable if alert doesn't disappear. The only one to handle flapping alerts is blackout, but there is no easy way to create it from alert.

Describe the solution you'd like There should be a way to create a blackout from alert. For example the action should open a new blackout window with data prefilled from alert, but user can edit data (widen scope for example) before creating a blackout.
