Implement two levels of normalization for lookup

We have a ton of aliases now, and transliterating leads to a loss of precision. For this reason we should first try and match a lightly normalised (e.g. lowercased) country name, and only then proceed to using full normalization (transliteration, etc.) when it's needed and we have no other option than to sacrifice precision.
