FEATURE: Provide a way of manually adding 'News and Updates' into the the notifications space in Aleph

Is your feature request related to a problem? Please describe. The notifications page does not currently provide a lot of useful information for our journalists/users. It would be amazing if we could manually craft updates for our users that provide useful context for the work that they are doing.

Describe the solution you'd like A way of manually posting updates into the notifications sections. These should be able to be targeted based on user preference and group membership. As a user I should be able to manage which notifications I see for the groups that I am a part of. As an admin I should be able to craft updates for a particular group.

Notifications should be able to support markdown or a limited subset of HTML.

Additional context This came about as an extension of the discussion we had around status updates within Aleph

• New features deployed to the Aleph instance
• New datasets added

This could be a place to announce upcoming datasets that are being cleaned/worked on/ingested.

OCCRP frequently runs into situations were a dataset is leaked to the open internet and multiple users create their own investigations for it and begin to upload the data, while the OCCRP data team is also working on it and ingesting behind the scenes.

For this to work, announcements need to be adjustable on a per user group basis.
