Help with conversion UTC-local timezone

We use UTC everywhere. Some users find it difficult. We can give some help on even convert everything to local timezone when displaying time.

Users can select timezone in settings page. The example below is excellent, but something simpler like a plain dropbox is good enough.

When timezone is selected, any time displayed in the dashboard should be converted to local timezone.
