Add Min and Max timepicker options

A feature for adding the standard min and max (and ng-min and ng-max) properties to the rendered input element on the timepicker would be great.

Is this rep alive yet? I don't see any activities last time here and important features (such as 12/24-h mode and min/max validation) are not implemented.
