Owner or Alternate tag count for files initially modified but later removed from the PR

See internal PR 231626, where for Ulf it lists him as an 8x owner on files, some of which were removed or backed out in later revisions pushes to the branch. I'm not sure if rebasing had anything to do with this or not, but I rebased those changes out completely and did a force push before I noticed the problem, so it's probably some memory attached to the PR which thinks those files are still active in the change.

After the rebase, only 6 total files were being changed, but the tags show 5x owner, 1x owner, and 8x owner for all the files which were getting modified throughout the life of the PR:
