[FEATURE] - Allow floating bookmark label or annotation in the editor

Firstly, I really appreciate the extension. Recently I am going to read and understand the source code of ceph, the project is huge and hard to understand, I find Bookmark extension is very useful, but lack some functions that i think may be awesome. I think it would be awesome if the bookmark label message can be rendered just in the editor like a floating window or else. Side Bar is used for navigating, and the floating label message will be useful to read the source code of a big project.

I found extension that have the function that i need, it is "Label Bookmark". The effect is like this: I wish you can add function like this.

Without breaking the code. You can add your own notes. This feature is very good.

"Label Bookmark" lack the function to sync the bookmarks to github and resume bookmark from github that vscode-bookmark has. If vscode-bookmark can get the floating note function it will be perfect
