Publish Helm chart via GitHub Pages

Adds a Helm chart repository that is served via GitHub Pages. New charts are added only added when git is tagged. The chart repo will be reachable at https://aledbf.github.io/kube-keepalived-vip/.

I also added a README to the helm chart with instructions on how to install the chart using this repo and how to use the chart.

@aledbf You'll need to follow these instructions to add a GITHUB_TOKEN to your Travis CI. You can test it before merging by changing the on tag to on branch.

Please note that if approved, going forward the chart version should be bumped before a tag if there were any chart changes in that release.
