Mute not working properly

EXPECTED BEHAVIOUR

I expect the audio to remain muted when one ad stops and another one starts.

ACTUAL BEHAVIOUR

SOMETIMES, when I mute an ad and another one starts, the sound activates and the shortkey for muting sound doesn't work anymore.

STEPS TO REPRODUCE THE BEHAVIOUR

Mute one ad and wait for another ad to start. This does not happen always and I noticed it with ads only.
