If you want, you can try my [microG unofficial installer](https://forum.xda-developers.com/showthread.php?t=3432360), it install all components (UnifiedNlp is included in GmsCore).

@evanstapler: What do you mean? This problem is just an intentional limitation put by Android developers.

If you post a copy of /system/framework/framework-res.apk I can see why it doesn't bind. PS: GmsCore already contains UnifiedNlp, so installing both of them can only cause problems.
