Not possible using HTTP server. You can download the ISO locally to PSPISO then mount and start it with PSP Launcher.

The reason is that the ISO reading during PSP emulation is performed by Cobra payload, not by webMAN MOD.

Cobra payload works intercepting the SCSI commands and events and replacing the source. So instead of read the sectors from dev_bdvd or virtual UMD, the sectors are read from a file or from a proxy plugin (rawseciso or netiso+ps3netsrv).

The sectors are read randomly from the ISO while http protocol stream files sequentially.
