Implying cfs:standard-packages with custom rigged cfs installation

With the upcoming changes to cfs in relation to multi-instance systems, implying the cfs:standard-packages is going to conflict. I'll have to fork the repo to remove this for my system for now until the dust settles on the changes, as I only have a single background app instance using standard-packages due to the collection-observers
