Publish `-java` version of gem to Rubygems.org

Hello,

jRuby users who attempt to bundle install with a Gemfile citing polymer-rails encounter installation errors because only the non-Java version of the gem is built and published to Rubygems. The -java-specific builds are not published to Rubygems.

Please let me know if I'm mistaken or confused.
