Check where you can tick so people can't take same gun twice or more.

You may be interested in the server-worm-chooses-weapon setting. There you can choose the weapons yourself and everybody else will have the same. Not exactly what you requested here but may be interesting to you.

There is also the Weapons combo option which disables the specific key combination.
