S3 module needs multi-region support: only supports creation of buckets in us-east-1

When testing codepipeline, i found that i needed to create a bucket on the region where codepipeline is run. But this is not possible with our s3 module, because it just creates the buckets on us-east-1. We need to add proper region support for the module.
