WIP Spin up a retrieval miner like you would a Redis. Charge it up with some FIL, set the cache limit. Let it bridge to IPFS.
WIP Instead of searching for and making deals with storage miners. Maybe flip this on its head and have them propose deals to you.

We should add a licence to nail down what we want to allow/deny.
