Create a way for farm folks to inform CROP of lighting changes

There's in general a need for the people who run the farm to pass to us/CROP information such as "we've changed the schedule for the lights" or "we added a new dehumidifier" or "fan #2 has been turned off". As a test case for this, we should implement an interface where they can mark changes they make to the lights and their scheduling. Before doing this, we should ask them about their needs, to decide on things like how granular should the associated location data be, and if we can gather all the data in a fully machine-readable format or have to rely on free form text.
