Bug: Can't unlock periods after creating project

What were you doing?

Created a contributing project from a program that had a results framework with period overlapping with the current date. Unfortunately, the results admin was not accessible, nor was the results overview.

I am an admin user, so I should have access to everything.

What should've happened?

The results admin should be accessible to unlock periods in order to start reporting.

@ifirmawan found out that the reason for this is the project hasn't been published yet. The current suggestion is to add tooltip saying "Please publish first".
