Check fields in ProjectEditorValidationSet during IATI checks

Problem

When running IATI checks, the validation sets assigned to a project aren't used. This might mean that there are some invalid exports example: results check.

Goals

• Align the validation logic on the backend and frontend
• Introduce tests that call the backend and the front to make sure they have the same evaluation results

After discussion, it looks like this decision was initially taken because aligning logic on both the backend with the frontend is difficult. The issue has been updated to reflect the goals of this epic.
