API End of life: Remove `AllowTags`/`IgnoreTags`

Description

This must be completed before releasing v.1.13.0

As described in feat!: Add AllowTagsRegex/IgnoreTagsRegex support to image/commit tags, from v1.13.0, AllowTags and IgnoreTags should be removed from Kargo's API in favour of AllowTagsRegex and IgnoreTagsRegex.

This issue is a placeholder for removing any reference to IgnoreTags and AllowTags.

@aryasoni98 no one should be working on this yet. If work is done on this now, it cannot be merged to main, as this is meant to be completed five releases from now. While it sits unmerged for half a year or more, merge conflicts will accumulate.

Let's leave this be, please.
