Deprecation: Throw error for `AllowTags`/`IgnoreTags`

Description

This must be completed before releasing v.1.11.0

As described in feat!: Add AllowTagsRegex/IgnoreTagsRegex support to image/commit tags, from v1.11.0, AllowTags and IgnoreTags should migrate in favour of AllowTagsRegex and IgnoreTagsRegex.

This issue is a placeholder for throwing errors during artifact discovery whenever these deprecated fields are used.
