Stage list view - missing promote button on Control Flow Stages.

Description

When using list view of Stages Control Flow Stages doesn't have promotion button. This view is helpful when there is a lot of stages inside projects - but without this button I need to switch to default view to promote using it.

Just a note in case it wasn't known... control flow Stages should only have an option to "promote to downstream." Promoting to a control flow Stage isn't a thing.

It's possible this has something to do with why it wasn't present already. @Marvin9 can correct me if I am wrong, but I believe all the promote buttons in the list view are for promoting to the associated Stage.

I don't object to having a "promote downstream" option in the list view. I just wanted to be certain there was clarity here on why it might have been the way it was and how to move forward.
