Add YouTube Live Streaming API support

The YT Live Streaming API has some useful methods, documented here: https://developers.google.com/youtube/v3/live/docs

It'll be nice to have all the methods for different resources. It'll be easier if a new file like live-streaming-api.ts contains all those methods separately.
