Version: Akka.Persistence.MongoDb v1.4.0-beta3

Need to enable MongoDbLegacySerializationSnapshotStoreSpec in the test suite once https://github.com/akkadotnet/akka.net/pull/4190 gets released into a new version of Akka.NET. v1.4.0-beta5 or later.
