Add a LICENSE

We want to use log4e as a logging framework in one of our packages. But we can't do so without log4e having a LICENSE. Can you please add a LICENSE to the package?

Generally, package level licenses are required for all-purpose usage.

The file you linked to uses GNU GPL v3 license. You can just extended that to the package by copying https://choosealicense.com/licenses/gpl-3.0/ in a LICENSE file at the top directory of your repo.
