Feature request: Optionally relate attachments to expenses/fillups

Provide the option for expense/fillup records to associate attachments(s). This can be a many-to-many relationship.

Use cases:

• A single receipt that has itemized expenses the user wants to record separately
• A single project that involves multiple receipts
