He means, when you click on the title bar, the post it should roll back up and when you click on it again, it should roll down.

Do you have a video/animated demonstration of such behaviour? Given that the title bar currently fits only one row of buttons, what would be hidden upon clicking it?

Or would this mean that the title bar reduces to a strip of colour, as seen in the Microsoft-published Sticky Notes application?
