Determine Group.ValidateCloseable() response on GroupInsufficientFunds

@boz noticed that Group.ValidateClosable() might need to return GroupClosed when the state is GroupInsufficentFunds.

Some thinking on downstream effects should be done to determine what behavior we need here.
