AI demolishes and rebuilds power plants

If a planet doesn't have enough workers, the AI disables buildings to save on workforce. In this case, the available power may become too large and the AI demolishes one of the power plants. This in turn reduces the worker demand and now the AI turns back buildings. The buildings then draw too much power and the AI builds a new power plant which won't have enough workforce; the cycle then repeats until the worker amount reaches the demand or other buildings get built that increase the power demand.
