Performance Audit 2017: Unload Beacon: Review cookie read/write behavior

During the unload beacon, RT (and other plugins) may read/write the cookie multiple times. This is no a cheap operation, so we should look into whether we can eliminate or combine these calls.

@nicjansma , if this was Fixed by "Akamai" is this backported with one of the last akamai-backport PRs? Or could this Backported? regards, Sascha
