why it is different with matlab's NIQE result, when use rgb img in NIQE .py .

@zhuwanling Could you please provide a couple of test examples of NIQE from Matlab? (images and scores)

I know the NIQE code does not produce the expected results, but don't have a test case so I can figure out why.
