Option to delete and edit stock report templates should be disabled

Current behaviour Currently stock reports cannot be edited/deleted from the template manager page. However within the project flow (during the creation of a new project), the edit and delete actions are still enabled for stock templates.

Correct behaviour Option to delete and edit stock report templates should be disabled, to prevent users from accidentally deleting and modifying the protected report templates.
