Update Decision Tree to allow further customization

Add further customization options to Decision Tree shared library component:

1. Allow user to specify whether to have single or multiple selection of outcomes (branches). Default multiple.
2. Allow re-order of outcome
3. Allow user to specify metric index (default 0) for branches with multiple metrics.
