Review links to Java API for Kafka ACL permissions table

https://github.com/aiven/devportal/issues/516 and https://github.com/aiven/devportal/pull/574 fixed the links in the table on the page Access control lists permission mapping

However, both Alter and AlterConfig have a docs link to the same method, and also that method is deprecated as of 2.3.

Deciding what to do may need input from people who know the Java API.

There is a note on the page saying that "The above mappings are subject to change and this article will be updated when that happens." so maybe now is the time to check.
