Aiven Terraform Troubleshooting article

• This will allow customers to get a troubleshooting guide for TF in our documentionation space.
• This exists on the internet already:
  • https://www.digitalocean.com/community/tutorials/how-to-troubleshoot-terraform
  • https://developer.hashicorp.com/terraform/tutorials/configuration-language/troubleshooting-workflow
  • https://docs.oracle.com/en-us/iaas/Content/API/SDKDocs/terraformtroubleshooting.htm
• It will begin with basic steps, and get more detailed as we find customers needs are evaluated.
• The reason we should have this, is that it can be tailored to what our customers need, instead of redirecting them to external, generic terraform knowledge.
