Multiple users and Private Space are disabled

Since enabling Hail as a device owner via adb, the Private Space setting is gone, it just does not appear anymore on my GrapheneOS Pixel 9a in Settings -> Security and Privacy.

Also, the buttons to add a new user or a guest are greyed out and cannot be clicked as can be seen below
