Reduce the Workload heartbeat log to DEBUG

What

These are confusing today, and lead to us oncall issues mistakenly assigned to Move as users/support mistaken the Workload heartbeat logs to Connector heartbeats.

Experience wise, these are not used in the today. So let's turn this down to reduce noise and save $$$.
